Male offenders accounted for the majority of the total offender population across all states and territories, ranging from 79% in New South Wales and Victoria to 72% in the Northern Territory. Male offender rates were more than three times higher than those for females across all states and territories except the Northern Territory, where the ratio was almost two and a half times higher for males.

The Northern Territory had both the highest male offender rate at 8,650 offenders per 100,000 males aged 10 years and over, and the highest female offender rate at 3,757 offenders per 100,000 females aged 10 years and over. (Table 8)
